Shortening prayers and combining them when travelling are not connected

Shortening prayers and combining them when travelling are not connected. You can shorten without combining, and vice versa. However, shortening is recommended for the traveler, whereas combining is permissible but not recommended. In fact it is better for the traveler to not combine according to the Madhhab.
